§ 52.225 INDUSTRIAL USER INVENTORY.
   (A)   The general pretreatment regulations, 40 CFR 403.8(f)(2), require all POTWs to identify potential industrial users subject to the requirements of the pretreatment program and identify the volume and character of pollutants discharged by the industrial user. The City of Crawfordsville started their pretreatment program in the mid 1970s and has updated the program on a regular basis.
   (B)   The city does have all industries with an industrial discharge permit file do an industrial pretreatment inspection report annually. Pretreatment personnel go over the report with the industry and do a field inspection to note any changes in the industry’s process or any plant expansions. The city also has minor industries file a report to verify there are no changes in their process. This is done at least once annually.
   (C)   The wastewater plant in Crawfordsville is able to identify new sources by:
      (1)   Working closely with the City Planner;
      (2)   Working with the Chamber of Commerce;
      (3)   Notified by Sewer Billing Office of any changes in company name or noticeable change in water usage;
      (4)   Added name to billing list;
      (5)   Sewer connections or inspections;
      (6)   Contacted by potential industry;
      (7)   Site visit;
   (D)   All new industries subject to pretreatment requirements are issued an industrial discharge permit and added to the master list of regulated facilities. This information is provided to IDEM on a quarterly basis (part of the quarterly report). All permitted industries are divided into categorical and non-categorical groups. This is clarified on the quarterly report along with what category the industry is listed. All permitted industries are considered significant industries under the City of Crawfordsville Pretreatment Program and are subject to all program requirements.
   (E)   Crawfordsville is able to identify the volume and character of pollutants discharge by the industry by:
      (1)   Scheduled annual inspections;
      (2)   Unscheduled inspections;
      (3)   Industry’s requirements to report changed discharges;
      (4)   Observations from field personnel;
      (5)   Information submitted on industrial discharge permit application;
      (6)   Review of self-monitoring; and
      (7)   Review of surveillance done quarterly.
   (F)   Updated information is put in each industry’s file and gone over with IDEM on their annual audit.
