Listed below are the responsibilities of various personnel involved, in the screening and collection of data, organization and review of enforcement actions, and general management of the enforcement response procedures. All positions involved in the enforcement scheme have attempted to be identified.
(A) Pretreatment Coordinator. Review permit applications, develop and issue discharge permits and control mechanisms. Conduct annual inspections. Coordinate activities of field personnel. Review noncompliance reports to determine industries eligible for enforcement action, issue notices of violation. Respond to spills, accidental discharges, and complaints.
(B) Industrial sampler. Collect industrial samples from established designated sites within the collection system. Sampling for backtracking, and determining source of toxic or problem discharges. Deliver samples to laboratory.
(C) Laboratory Director. Complete chain of custody information, prepare reports for Coordinator to use in enforcement actions, and coordinate with Coordinator special enforcement sampling events.
