(A) Disbursements of money in advance of approval by board.
(1) The Clerk-Treasurer is authorized to make disbursements of money on a claim submitted for lawful city purposes in advance of approval by the board having jurisdiction over the allowance of claims, if:
(a) The board having jurisdiction over the allowance of claims has given its prior written approval for advance payment of such type expense.
(b) The claim is for one of the following types of expenses:
1. Property or services purchased or leased from the United States Government, its agencies, or its political subdivision.
2. License or permit fees.
3. Insurance premiums.
4. Utility payments or utility connection charges.
5. General grant programs where advance funding is not prohibited and the contracting party posts sufficient security to cover the amount advanced.
6. Grants of state funds authorized by statute.
7. Maintenance or service agreements.
8. Leases or rental agreements.
9. Bond or coupon payments.
10. Payroll.
11. State, federal, or county taxes.
12. Expenses that must be paid because of emergency circumstances.
13. A product or service for which the city governing body has accepted a bid.
(c) Each such payment of expenses under this division (A) is supported by a fully itemized claim.
(2) The board having jurisdiction over the allowance of the claim shall review and approve the claim at its next regular or special meeting following the disbursement.

(B) Procedure to approve disbursement of certain funds.
(1) The Common Council may from time to time choose to fund one or more accounts under its budget for the purpose of paying legal fees it may incur in hiring independent legal counsel for the Common Council as a body.
(2) No disbursement shall be made however from any such account so established until a majority of the Common Council has approved the expenditure and disbursement of money from the account.
(3) Any vote to authorize disbursement from such account for such purpose must be made at a regular or special meeting of the Common Council and shall be recorded in the minutes of that meeting.
