(A) Representatives of the POTW, the state and EPA, upon showing proper identification shall have the right to enter at any reasonable times and inspect generally for compliance the premises of any user who may be subject to the requirements of this ordinance. Industrial users shall allow authorized representatives of the POTW, State, and EPA access to all premises for the purpose of inspecting, sampling, and examining records or copying records in the performance of their duties. Authorized representatives of the POTW, state, and EPA shall have the right to place on the user’s property such devices as are necessary to conduct sampling and monitoring. Where a user has security or safety measures in force which would require clearance, .training, or wearing of special protective gear, the user shall make necessary arrangements at its own expense, to enable authorized representatives of the POTW, State and EPA to enter and inspect the premises as guaranteed by this division.
(B) The Department Head may require the user to install monitoring equipment as necessary. The facility’s sampling and monitoring equipment shall be maintained at all times in a safe and proper operating condition by the user at its own expense. All devices used to measure wastewater flow and quality shall be calibrated every year to ensure their accuracy.
