Whenever deemed necessary during the continuance of any fire or other emergency response by the Fire Department, the Chief of the Department or his Assistant may appoint suitable persons to guard and protect any property in or removed from any building or enclosure and such persons so appointed shall have all the powers of a police officer to arrest and commit any person plundering or attempting to plunder, or unlawfully carrying away any property. The Chief of the Fire Department and each member thereof, shall have all the powers of police officers when having responded to the scene of any fire, hazardous material accident or incident or other emergency condition threatening to life, property or the environment within the city and it’s jurisdictional area.
