It is the purpose and intent of this chapter to protect the emergency services of the Police Department from misuse and to defray the costs of administering this chapter through service fees, to encourage the improvement in reliability of burglary and robbery alarm systems and devices, to ensure that police personnel shall not be diverted from responding to real criminal activity because of responding to false burglary or robbery alarms, to reduce the number of false alarms, and to ensure a responsible person is accessible within reasonable time to take custody of the site of a burglary or robbery alarm, and to provide certain minimum standards, safeguards, and regulations for burglary or robbery alarms.
