The city shall have a police reserve consisting of members to assist the Police Department in their regular duties, and such police reserve is hereby established as follows:
(A) The police reserve unit shall consist of a maximum of 27 members, such members to be either citizens of the city or live in Montgomery County, in an area not more than 15 miles distance from the city.
(B) Police reserves shall be persons of good moral character and shall live in the areas described in division (A) above and shall be appointed by the Chief of Police of the city subject to the approval of the Metropolitan Board of Police Commissioners. Upon appointment, each member shall qualify by taking oath stating that he will faithfully carry out the duties of a reserve officer of the city and shall thereafter become an active member of that police reserve.
(C) Police reserves shall not be members of the regular Police Department, but upon entering any specific duty as a reserve to the Police Department, each member shall have the same police powers as the regular department, subject, however, to the laws of the state, and any rule the Police Department may adopt to limit the authority of police reserve.
(D) Police reserves, upon entering any duty for the city in their capacity as a police reserve, shall sign a register kept and maintained by the Chief of Police, and upon signing such register indicating that such police reserves enter on active duty in assistance of the Police Department, then such police reserve shall have the power as herein designated.
(E) The police reserve shall receive such benefits and compensation from their office, as members of such police reserve, as may be prescribed by the laws of the state and by ordinances of the city and also by the rules and regulations for the police reserve of the city.
(F) The police reserve shall be entitled to such other benefits as the city may provide specifically for such purpose and shall be entitled to such training as the rules of the Police Department may allow.
