§ 91.17 NOTICE.
   If any owner of such lot shall be a non-resident of the county, then and in that event, after notice to him or her by registered mail, if his or her post office address is known, or if unknown, after posting notice to him or her in three public places in said town, requiring the work and labor herein provided for to be done within five days from such posted notice, it shall be the duty of said town, through its proper officer or officers, to proceed to clean out such ditch or ditches and clean off such weeds from the banks thereof, all of the expense of such work to be charged as a lien on such lot or part of lot; and if said lien is not paid within 60 days after the date of the completion of such work, then the said town shall proceed to collect said lien by the sale of said lot or part of lot, such sale to be made after three weeks’ advertisement thereof in a newspaper printed and published in said town, or if there is no paper in said town, then by posting notice in three public places in said town, in which said lot or part of lot shall be described with reasonable certainty together with the amount claimed to be due thereon, and the name and address, if known, of the owner thereof.
