The connection or attachment and sewer service charge shall be charged against the owner, lessee or occupant of the premises, and against any or all of them, and if any service charge so established is not paid within 30 days after the same is due, the amount thereof, together with a penalty of 10% per month and a reasonable attorney’s fee, may be recovered in a civil action by the town; or, in the alternative, the Town Council, in its discretion and as a supplementary remedy, may enforce collection of said sewer charge by shutting off the water to said premises, and keep the same shut off until all of said delinquent sewer charges and penalty have been paid.
