(A) Owners of improved property within the town shall, at their expense, install suitable toilet facilities therein in the event such house, building or property has no such facilities, and to connect such facilities directly with the sewage system in accordance with the provisions of this subchapter within 30 days after the date of official notice by the town to do so.
(B) In the event any owner of improved property fails or refuses to make such connections upon being requested to do so by the town officials, the town, at its election, may discontinue the furnishing of such property with water.
