It shall be unlawful and it is hereby declared to be a nuisance and detrimental to the public health, sanitation, safety, morals and the general welfare of the town for any person to use and maintain within the town any outside water closet, privy vault or cesspool, or any other private waste disposal system except for portable toilets furnished to workers on construction sites or approved by the town for temporary use.
