All town employees or agents, in the discharge of their duties, shall have access to any premises in, to or on which any water service is connected, at all reasonable hours, for the purpose of maintaining the water line, installing equipment, turning on water, turning off water or for any other purpose that may be deemed necessary for the preservation and efficiency of the water system, or the protection of the revenue of the town derived from such system.
