It shall be unlawful for any person, other than an authorized agent of the town, to excavate or dig in any street, alley or highway in the town. The user shall be responsible for the water line from the meter to the point of use. The town excavates on the town’s property and the owner excavates on the owner’s property. Any leak occurring within ten feet of the meter pit on the owner’s side will be repaired by the town and the cost paid by the user.
