A monthly service fee is imposed upon all real property in the city, beginning no earlier than March 1, 2021, to fund storm water and flood management programs. This service fee shall be known as the Storm Water and Flood Management Fee ("Fee"). Any real property developed or added through annexation into the city after March 1, 2021, shall be subject to a monthly service fee. The fee is based on (1) the extent to which runoff from each property creates the need for the storm water management program; (2) the amount of impervious area on each property; and (3) the cost of implementing a storm water and flood management program. The monthly service fee is collectible as one single billed amount for residential properties and quarterly billed amounts for commercial properties in accordance with § 50.21. For assessment purposes, the property owner of record as of January 1st each calendar year shall bear responsibility for the Storm Water and Flood Management Fee. The city may adjust the service fee for calendar year 2021 to reflect a pro rata calculation.
