(A) It shall be the duty of the Traffic Division of the Police Department, in conjunction with the Finance Department, to enforce and investigate the provisions of this subchapter. Upon observing a violation of the provisions of this subchapter, a law enforcement officer shall issue a citation to the offender. The penalty for violation of provisions of this subchapter shall conform to § 119.999 of this chapter.
(B) The City Commission is hereby empowered to hold public hearings, when appropriate, to hear complaints from members of the public regarding violations of the provisions of this subchapter, and notice shall be sent to the person, corporation or entity about which such complaint is to be made, which requires the taxicab company representatives to attend the public hearing.
