(A) Defrauding cab drivers. No person shall defraud the operator or driver of any taxicab. Refusal to pay the lawful charge for carriage, absconding without payment shall be evidence of the intent to defraud.
(B) Dogs prohibited. No dogs shall be allowed in any taxicab, except a service/medical assistance dog accompanying his or her master.
