(A) A taxicab operator shall maintain a dispatch terminal that is operational 24 hours each day for the purpose of receiving calls and dispatching taxicabs.
(B) A taxicab operator shall respond to each call received for service inside the city as soon as practicable. If the service cannot be rendered within a reasonable time, the taxicab operator shall inform the caller of the reason for the delay and the approximate time required to answer the call.
(C) While driving a taxicab, a driver shall respond to service requests from the driver’s dispatch terminal when the location for pick-up is within a reasonable distance from the location of the taxicab.
