(A) Following the denial of an application, or the suspension or revocation of a taxicab sticker or driver’s identification card, the applicant or holder shall have an opportunity to be heard by the City Manager. Upon request for an appeal, the applicant or holder shall make a personal appearance at a fixed time and place before the City Manager to offer evidence as to why his or her application should be approved or his or her sticker or identification card should be reinstated.
(B) After the personal appearance by the applicant or holder, the City Manager may approve an application that has been denied or reinstate any sticker or identification card that had been suspended or revoked by the Finance Department, if the City Manager finds that the applicant has satisfied all of the requirements for holding a taxicab sticker or driver’s identification card stated under this subchapter.
(C) If the application is denied or the sticker or identification card is not reinstated by the City Manager, the applicant shall have the right to appeal to any court having jurisdiction.
