§ 119.021 DEFINITIONS.
   (A)   Definitions. For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      CITY. City of Covington, Kentucky.
      DRIVER. Every person in charge of or operating any taxicab either as agent, employee or otherwise.
      DRIVER’S IDENTIFICATION CARD. A laminated badge provided by the Police Department that displays the name, age and photograph of a taxicab driver. A DRIVER’S IDENTIFICATION CARD is a license granted by the city for a person to drive a taxicab upon the streets of the city.
      FINANCE DEPARTMENT. The city’s Finance Department and any employee of the city to whom the Finance Department shall delegate the authority to issue taxicab stickers and driver’s identification cards.
      HOLDER. One who has successfully obtained either a taxicab sticker or a driver’s identification card from the city.
      OPERATOR. Any person, corporation or other business who has the bona fide legal title or control, direction, operation, maintenance or leasing of any taxicab or the collection of revenue derived from taxicabs so operated for hire on the streets of the city.
      POLICE DEPARTMENT. The City of Covington Police Department.
      RECORD. A daily record prepared by a taxicab driver of all trips made by such driver, showing time and place of origin, destination, number of passengers and the amount of fare for each trip.
      TAXI STANDS. Designated parking areas for metered taxicabs.
      TAXICAB. Any motor vehicle propelled and operated for passage or hire, subject to call from a garage or otherwise operating for hire. TAXICAB shall not include any motor buses running and operating on established routes, sight-seeing buses, funeral vehicles or limousines.
      TAXICAB NUMBER. An identification number issued by the city for each taxicab licensed to operate in the city.
      TAXICAB STICKER. The license, one per vehicle, that is granted by the city for a person, corporation or other entity to own and operate a taxicab within the city limits.
      WAITING TIME. The time when the taxicab is not in motion, beginning with the arrival at the place to which it has been called or the time consumed while standing at the discretion of the passenger.
   (B)   Designation of stands.
      (1)   The city shall establish bus stops, taxicab stands and stands for other passenger common carrier vehicles on such public streets in such places and in such number as to afford the greatest benefit and convenience to the public.
      (2)   Every such bus stop, taxicab stand or other stand shall be designated by appropriate signs.
