(A) Title. This subchapter shall be known and may be cited as the “Taxicab Ordinance”, hereinafter referred to as this “subchapter”.
(B) Purpose. This subchapter is designed to protect the public health, safety and welfare by:
(1) Identifying every taxicab lawfully conducting business operations in the city and every person lawfully driving a taxicab in the city;
(2) Providing guidelines for taxicab operators and taxicab drivers to conduct business operations in the city, but this subchapter is not intended to ensure a taxicab driver’s suitability or qualifications to drive a taxicab, which is the sole responsibility of all taxicab operators;
(3) Establishing a system to calculate taxicab fares in a just and uniform manner; and
(4) Providing for administration, enforcement and civil penalties.
