§ 119.003 MANDATORY EQUIPMENT AND INSPECTION.
   (A)   Each commercial quadricycle must contain a permanent commercial quadricycle permit number issued by the city which also contains the maximum seating capacity for such commercial quadricycle. This must be clearly and permanently displayed at the left front of each commercial quadricycle so as to identity and reference commercial quadricycle from another. Said commercial quadricycle permit number shall be renewed annually by appropriate decal issued by the city at the same time other business fees are due and payable.
   (B)   Each commercial quadricycle must have brakes, brake lights and electric turn signals, along with L.E.D. tail lights and L.E.D. front lights which are visible from a distance of 1,000 feet.
   (C)   Each commercial quadricycle must have yellow lights capable of flashing which shall be in operation in a continuous flashing fashion while crossing a bridge and which are visible for at least 1,000 feet in any direction.
   (D)   Each commercial quadricycle must be maintained so as to ensure the safety of its patrons and employees.
   (E)   Each commercial quadricycle shall be equipped with a leak-proof waste bin for the disposal of any garbage, solid waste or litter associated with the operation of the commercial quadricycle.
   (F)   Each commercial quadricycle should be equipped with a slow-moving vehicle emblem required by the state to be attached to the rear of the commercial quadricycle.
   (G)   Sufficient reflective material must be placed along the shafts of the commercial quadricycle or other parts.
   (H)   A fully-charged back-up battery must be carried on each commercial quadricycle during travel away from the base operation to meet emergency situations due to failure of the primary battery.
   (I)   In no case shall a commercial quadricycle permit be transferable from commercial quadricycle to another.
   (J)   Upon application, payment of the necessary fees therefor, approved inspection of each commercial quadricycle, and submission of an affidavit that each commercial quadricycle complies with the requirements of this subchapter, the city will issue a commercial quadricycle permit or decal for each.
   (K)   If a permanent plate or decal is lost, stolen, or damaged so as to require replacement, the owner/ licensee shall make application to the city for a duplicate plate or decal, under oath, on such forms and giving such information as the city may require. In the case of a damaged plate or decal, the owner/ licensee shall return the plate or decal with such application. Upon receipt of the application and the payment of a replacement fee of $10, the city will issue a duplicate plate or decal to the owner/licensee.
   (L)   No commercial quadricycle business shall be permitted to operate upon any street in the city unless a valid permit issued by the city is attached to the commercial quadricycle and said permit is not under suspension or revocation.
