The City Manager shall act upon the application for a special event permit in a timely manner after the filing thereof. If the City Manager disapproves the application, he or she shall notify the applicant stating the reason for his or her denial of the permit. The City Manager shall give any notice or rejection in a manner that will allow sufficient time for the applicant to request and proceed with an appeal if necessary.
