(A) Truck routes.
(1) No person shall operate any vehicle, motor truck or semi-trailer whose gross weight is more than 15,000 pounds, as determined by its rated load, any street or public way in the city, except those streets and roadways listed below.

(2) Specifically excepted from the terms and provisions hereof are such vehicles as may be operated upon the streets or public ways of the city for the purpose of delivering to or picking up materials or merchandise from commercial and industrial businesses having been situated and operating within the city prior to 10-21-1976; such excepted vehicles shall travel whenever possible upon streets designated in division (A)(1) above; when it is impossible, said excepted trucks to accomplish delivery or pickup and remain upon the designated streets, said excepted trucks may be operated upon non-designated streets, but by entering such non-designated streets at the intersection nearest the destination of the vehicle and proceeding thereon no farther than the nearest intersection with a designated street thereafter.
(3) Excepted from the terms and provisions hereof are city-owned vehicles at all times and other public service vehicles, including vehicles that are owned by public utilities, when those vehicles are servicing the non- truck route. Vehicles not owned by the city that are providing public service are specifically prohibited from using non-truck routes unless they are cleaning that non-truck route, collecting waste on that non-truck route or providing other authorized public maintenance on that non-truck route.
(4) Whoever violates any of the provisions of this division (A) shall be deemed guilty of a misdemeanor and shall be fined not less than $50, nor more than $500.
(B) Truck prohibited routes.
