Except as otherwise provided in this section 15.04.140, the City mayor shall be and act as the FLOODPLAIN ADMINISTRATOR under this ordinance, with the authority, obligation and duty to implement this ordinance, including but not limited to by the granting or denying development permit applications in accordance with this ordinance. Provided, however, that the City mayor may appoint one or more City officials to act as FLOODPLAIN ADMINISTRATOR under this ordinance, and may delegate such authority, obligations and duties of the FLOODPLAIN ADMINISTRATOR to said official(s) as deemed appropriate by the City mayor.
