The order of proceedings of Council meetings, when desired, may be substantially as follows, or as otherwise provided by Council:
a. Invocation;
b. Approval of the minutes;
c. Unfinished business;
d. Council committee reports;
e. Department reports;
f. New business;
g. Finance reports, bills, and the like;
h. Citizens’ agenda; and
i. Adjournment.
