a. Except as otherwise provided by state law or this code, all proceedings of Council shall be governed by Robert’s Rules of Order.
b. The Municipal Attorney shall act as parliamentarian when present. In his or her absence, all questions of order shall be decided by the Mayor or, in his or her absence, the presiding officer, who shall be selected by a majority vote of members.
