(a) The Mayor and the Director of Public Safety and Service are hereby authorized to hire a City Planner for the City. The duties of the Planner shall include, but are not limited to the following:
(1) Analyses and written reports on proposed subdivisions, site plans, zoning cases, community development programs, capital improvement, and other similar matter coming before Council or the Planning Commission.
(2) Special planning studies and written reports related to the City’s community development or comprehensive planning programs such as land use, thoroughfare, open space, and community facilities plans, neighborhood analyses, community development and capital improvement programs and the review of Part Eleven - Planning and Zoning Code.
(3) Attendance at meetings to present these analyses, studies and reports, or as otherwise deemed necessary by the Council or the Planning Commission.
(b) The Planner shall be available in the City Hall no less than two days per month, and generally shall devote one day every other week on a regular schedule.
(c) The employment created by this section may be cancelled by either the City or the Planner by giving thirty days’ notice of the intention to cancel. The employment shall be in effect for a period of one year from May 23, 1977, and shall be automatically renewed for additional periods of one year each at the termination of the initial term, unless notice of the intention to cancel the employment is given as provided herein. In the event of termination, all finished or unfinished reports, data, or other documents relative to the work shall, at the option of the City, become its property, and the Planner shall be entitled to receive just and reasonable compensation therefor.
