(a) No owner or occupier of any premises shall permit any private sewage disposal system on any premises owned or occupied by him to become foul, offensive or dangerous to the public health,
(b) Whenever any private sewage disposal system is placed or maintained so near any dwelling in the City as to be determined by the Board of Health to be offensive and dangerous to the occupants of that dwelling, the system shall be deemed a nuisance and may be abated forthwith by the Board of Health.
