(a) There is hereby established, separate and apart from the General Fund of the City, a fund to be known as the Food Service Sanitation Fund.
(b) All license fees collected and moneys received from the administration of the food sanitation program shall be deposited in the Food Service Sanitation Fund as herein provided, and all disbursements made in connection with the administration of the food sanitation program shall be paid from this Fund.
