The Board of Health shall have power, when a substantiated complaint is made or a reasonable belief exists that an infectious or contagious disease prevails in any locality or dwelling, to visit that place, make all necessary investigations by inspection and, on discovery that an infectious or contagious disease exists, to send the person so diseased to the isolation ward of an appropriate hospital.
