No person, firm or corporation who operates or is responsible for the operation of any fuel- burning equipment, internal combustion engine, locomotive, vehicle, premise, open fire, or stack, shall cause, suffer or allow to be discharged therefrom any fumes that are a nuisance to any person not being therein or thereupon engaged, or that are detrimental or injurious to the health or property of others.
