Whenever, in the opinion of the Director of Public Safety and Service, the law enforcement officer, or the Fire Chief, it becomes necessary to provide a safety zone at any fire for the protection of pedestrians or to avoid hampering or impeding the firefighters in their work, it shall be the duty of the Director of Public Safety and Service to require the law enforcement officer to provide and establish rope lines at such points as shall be necessary. No person other than City officials, members of the law enforcement office or Fire Department or persons especially delegated by them, or representatives of the press, shall remain or pass within the roped-off safety zone, or push or crowd against the ropes and damage or break them. All persons within the safety zone shall immediately withdraw from the zone upon the order of any law enforcement officer or special officer, fireman, or the Director of Public Safety and Service.
