1327.02 HEIGHT ABOVE SIDEWALK.
   No sign, display, or banner shall be erected, installed, maintained or suffered to be maintained at a distance of less than twelve feet above the sidewalk, except signs which do not extend into the street more than ten inches from the face of the surface on which they are erected, installed or maintained. Signs, displays, or banners extending into the street over the sidewalk or roadway for a distance of more than ten inches, and not exceeding seven feet shall be at a height of at least twelve feet. Signs so extending more than ten inches, and not exceeding nine feet shall be at a height of at least sixteen feet. Signs so extending ten inches and exceeding more than nine feet shall be at a height of at least twenty-one feet. All of the foregoing distances shall be above the surface of the sidewalk.
