1321.01 ROSCOE VILLAGE COMMISSION.
   (a)   Established. The Roscoe Village Commission, consisting of eight members, is hereby established. One member shall be a member of Council and designated by Council, one member shall be designated by the Mayor from his administrative staff. The remaining six members shall be appointed by the Mayor with the concurrence of Council, subject to the following restrictions: one shall have an architectural background or have extensive building or building inspection experience; one shall be a member of the Roscoe Village Foundation and be recommended to the Mayor by the Board of Directors; one shall be a member of the Roscoe Village Foundation Staff and be recommended to the Mayor by the President of the Foundation; there shall be appointed at-large with two of the three being property owners within the Historic District of Roscoe Village. All appointments, with the exception of the at-large members, shall be annua1 appointments. The at-large members shall be appointed for three-year terms. These appointments shall be staggered with one member appointed to an initial term of one year; one member appointed to a term of two years and one member appointed to an initial term of three years. All members shall serve without compensation. Vacancies caused by death, resignation, or otherwise shall be filled for the unexpired term in the same manner as original appointments are made.
   (b)   Organization. As soon as possible, after appointment by the Mayor, the Roscoe Village Commission shall meet and organize by election, a chairman and secretary. They may adopt rules of procedure of the Commission and provide for regular and special meetings.
   (c)   Duties. The duties of the Roscoe Village Commission shall be as follows:
      (1)    To study the problems and determine the needs of the City in furthering the purpose of restoring and preserving the area of the City known as the Roscoe Village.
      (2)    To determine what legislation, if any, is necessary to preserve, restore, and develop the Roscoe Village area and to recommend legislation to Council.
      (3)    To provide for regular and special meetings to accomplish the purpose of divisions (c)(1) and (c)(2) hereof.
