It shall be the duty of the Safety Service Director to assign to the Property Code Investigator or other appropriate city employee any complaint to him made in writing by any person that his property or person is endangered by reason of the maintenance of any dangerous, insecure or hazardous building with instructions to examine such building as is mentioned in the complaint and report thereon to the Safety Service Director for possible action.
