Blocks shall not exceed 1,500 feet in length, or be less than 400 feet in width, except where topographical conditions require other dimensions. The length, width, and shape of blocks shall be designed with due regard to the provision of adequate building sites suitable to the special needs of the type of use contemplated; zoning requirements and the requirements contained in these regulations as to lot size and dimension; the need for convenient access, circulation, control, and safety of street traffic; and the limitations and opportunities of topography.
