1107.03 POWERS AND DUTIES.

The powers and duties of the City Planning and Zoning Commission shall be as provided in Ohio R.C. 713.01 through 713.10, but such Commission shall incur no obligations and make no expenditures without specific authorization and prior appropriation of funds by Council.
