(a) The above stated charges for garbage and refuse service shall be billed quarterly together with the charges for water and sewer service by the Utilities Department of the City to each subscriber.
(b) The Director of Public Service may promulgate such additional rules and regulations regarding the collection and payment of these accounts as may be necessary for the adequate supervision of the collection.
(c) Each subscriber having a gross income of three hundred dollars ($300.00) or less per month shall be exempt from the collection fees, upon completion of a satisfactory statement of income from the subscriber to the Director of Public Safety and Service.
