All applications for interments shall be made to the Cemetery Superintendent who shall have the exclusive right of digging graves. No person shall dig a grave in any of the avenues or alleys of the cemetery, or dig a grave in any numbered lot without authority to do so from the person owning the lot. No person, other than the Cemetery Superintendent or some person under his direction, shall dig a grave in any part of the cemetery.
