The owner or agent of any property, public or private, abutting on any street in the City shall place and maintain thereon legible numbers indicating the correct address of the property. In the event that numbers have not been so placed or have become indistinct, illegible, or destroyed, the Director of Public Safety and Service shall proceed forthwith to notify the owners or agents to place the required numbers within ten days. If the owner or agent fails to do so he shall be deemed guilty of violating this section and the Director may proceed to place the numbers and to collect from the owner or agent thereof the actual cost thereof.
