The City shall be divided into four divisions. All streets running north and south shall be divided by Main Street. That portion of all streets north of Main Street shall be known as north and that portion of all streets south of Main Street shall be known as south. All streets running east and west shall be divided by Water Street. That portion of all streets east of Water Street shall be known as east and that portion of all street west of Water Streets shall be known as west.
