The minimum width of paving, either permanent or temporary paving by three-inch, T-35 asphalt street flexible pavement surfacing, within the City and in the respective subdivisions, in relation to the width of presently existing rights of way, shall be as follows:

51 and over | Pave 34 feet wide, back-to-back of curb, if curb installed. |
41 through 50 | Pave 30 feet, back-to-back of curb, if curb is installed. |
29 through 40 | Pave 28 feet back-to-back of curb, if curb is installed. |
Less than 29 | Pave to full width of the right-of-way back-to-back of curb, if curb is installed. |
