The standard specifications for paving set forth in this chapter may be changed when it is deemed necessary so long as the general standards are not lowered or decreased. However, no changes in the standard specifications shall be made, except on the recommendation of the Director of Public Safety and Service, and with the approval and consent of the Street Committee of Council.
