909.05 DETERMINATION OF NECESSITY FOR CONSTRUCTION OR REPAIR.

Whenever two-thirds of the property owners on any block or street in the City shall petition for the construction or repair of any sidewalk or the Street Committee of Council shall recommend that any specified sidewalk shall be constructed, Council shall determine by resolution on the necessity of such improvements.
