(a) No owner or occupant of abutting lands shall fail to keep the sidewalks, curbs, or gutters in repair and free from snow or any nuisance. Damaged sidewalks shall be repaired or replaced and cannot be removed as a means of abating the problem.

(b) No owner or occupant of any premises within a reasonable time after being notified by a law enforcement officer to do so, shall fail to remove all snow, ice, or dirt from the sidewalk in front of the premises.
