905.11 DISCHARGE OF WATER FROM PREMISES.
   No person shall allow to be discharged from the premises of that person the water from any fountain, sink, or pipe from any building, on the surface of any part of any sidewalk, street, or other public ground within the City, when in the opinion of the City Engineer, a public nuisance is caused by doing so. The City Engineer may, when in his judgment it is necessary, notify any person not to allow water to be discharged on any sidewalk, street, or other public ground in violation of this section.
