No person shall willfully and knowingly injure or deface any monument established or located in any street, alley, or public grounds for the purpose of determining location or grade, or which shall hereafter be established and located for that purpose in any street, alley, or public ground in the City, by competent authority, or dig up or in any manner remove such a monument.
