Every person occupying property fronting or abutting on any sidewalk in the City in which there is located any iron coal hole cover, iron cellar door, or any other covers of metal or other substance inserted in or upon the sidewalk, shall cause smooth and slippery hole covers, cellar doors, or any other covers of metal or other substance inserted in or on the sidewalk to be covered or roughened in such a manner as to render the sidewalk safe for pedestrians.
