905.05 WOOD OR COAL OBSTRUCTING STREETS,
   (a)   No person shall permit his wood, coal, lumber, boxes, or any other obstruction made by him or caused to be made, to remain on any of the streets, alleys, sidewalks, or public grounds of the City for a period of time longer than is reasonably required to remove them.
   (b)   Nothing in this section shall be construed so as to prevent building material from being placed in a situation convenient to the place intended to be built upon, if the material remains not longer than absolutely necessary for the purposes aforesaid. In no case shall the material occupy more than one-half of the street, sidewalk, or alley.
