No owner or occupant of any land, lot or part of a lot bounding and abutting on any streets, public ways, or grounds within the City shall permit any gate situated on the land, lot, or part of a lot, to swing on or across the street, public way, or ground, except for the length of time necessary for ingress and egress. At all other times the gate shall be properly closed.
